On Saturday, February 24, the head of party Council of the Our Ukraine Viktor Baloha and the BYuT leader Yulia Tymoshenko signed the Agreement on United Opposition between the Yulia Tymoshenko bloc and the Our Ukraine.
This document is based on the Agreement on the formation of Coalition of democratic forces in the Verkhovna Rada of Ukraine of the 5th convocation from June 22, 2006. The agreement is a basic strategic document that determines principles of activity and programme of participants in case of opposition and in case of the formation of a parliamentary majority and a coalition government.
Coordination Council is a leading body of united opposition. It is composed of six representatives from every participant of united opposition.
The agreement is composed of the Preamble and 3 Parts.
The Preamble estimates a current political situation and determines the purpose and the tasks for the united opposition.
Participants take up responsibility to unite patriotic democratic forces in the parliament and out of the parliament into the All-Ukrainian democratic opposition movement. United Opposition sets a goal to implement alternative projects of political, socio-economic and cultural development of Ukraine, to expose the power’s mistakes, to criticize antisocial decisions, stop the realization of antisocial and unconstitutional projects of the government and the so-called «anti-crisis» coalition.
United Opposition will stand for holding early parliamentary elections and early elections of deputies of local councils. United Opposition stands for imperative mandate for deputies of local councils, cancellation of the constitutional changes from December 8, 2004 and approval of a new edition of the Constitution.
Coalition Programme is a joint actions plan in case of the formation of a parliamentary majority and a coalition government. Programme has two parts, «Bases of domestic and foreign policy of Ukraine» and «Programme of activity».
Main initiatives of Coalition Programme are:
- course for reconciliation and unity of nation;
- development of a national cultural space;
- new social policy, reforming the system of social standards and privileges;
- approval of a new edition of the Constitution;
- public administration reform;
- reforming a judicial system;
- anti-corruption programme;
- liberalization of economic policy;
- favorable conditions for development of a private initiative;
- high level of energy security;
- land market;
- full EU and NATO membership.
