«The cabinet law can’t be promulgated. As the documents prove, the law had been adopted in a new edition and it means that the presidential veto had not been overridden.» That’s what the presidential representative in the parliament Roman Zvarych said.

»Secondly, the president had grounds to use his constitutional power and make his proposals to the repeatedly adopted law.» – he noted. – Repeated veto is not examined»

Mr. Zvarych added that the law would not be valid.

»But this controversy can be solved only in a legal sphere. – Mr. Zvarych states. – The Constitutional Court is entitled to do that. I don’t rule out that the President will appeal to the CC to pronounce it unconstitutional».

As we know, the cabinet law was published on Friday in the Verkhovna Rada newspaper «Holos Ukrayiny» and the Cabinet of Ministry newspaper « Uryadovyi kuryer».

The Verkhovna Rada speaker Oleksandr Moroz signed the document on December 21, 2006. It means that the law is put into effect.
